On March 3, Premier Li Keqiang chaired an executive meeting of the state council, and made arrangements to improve the coordination mechanism for the "six stability" initiative to effectively deal with the impact of the epidemic and promote stable economic and social operations. The State Council decided to increase financial support to local governments and improve their ability to ensure basic living standards, wages, and services.
 
The meeting pointed out that accelerating the resumption of production in the logistics industries such as transportation and express delivery can not only provide strong support for the prevention and control of the epidemic, but also facilitate economic circulation and meet the needs of people's livelihood.
 
In terms of ports, the following fees are exempted:
 
From March 1 to June 30, the port construction fees for import and export cargoes will be exempted, and government pricing fees such as cargo port administration fees and port facility security fees will be reduced by 20%.
 
By the end of June, the cost of railway insured value, delayed use of containers, and detention of freight cars will be cut in half. Reduce some government-managed airport service charges.
 
Insurance companies should be encouraged to appropriately reduce the insurance costs of operating vehicles, ships, and flights that were suspended during the epidemic period.
 
Since the outbreak of the novel coronavirus pneumonia, many ports in China have voluntarily reduced and exempted container yard fees, container storage fees for heavy containers, handling fees for port operations, ship supply service fees and other fees. The port charges can be divided into three types: government pricing, government guidance price and market-adjusted price. This reduction is government pricing, which belongs to port collection, and has limited impact on the operating performance of each port group.
